With reference te your telegram of 27th May.
May I have general permission te allow shipment of tin,
spelter and allied products from Yunnan to Japan on con-
dition that consular certificate as to consumption at
destination is obtained. At present if these products
come from Haiphong on through Bill of Lading they can be
transhipped at once whereas if they are shipped at Hong
Kong there is serious delay pending receipt of your
permission. There is grave danger of melting business
being transferred to Haiphong.
